Historical Note
Frank Carlson from Kansas was the chairman of the U.S. Senate Post Office and Civil Service Committee. Frank H. Lathrop was born 1891 July 31 in Orangeburg, S.C., and died 1982 May 8 in Fletcher, N.C. He was an entomologist at the Agricultural Experiment Station at the University of Maine in Orono.
